[UI] When using Inspector UI to set bindings for Input Action, some properties are not saved.

Repro:
1. Download package and project at: https://github.com/Unity-Technologies/InputSystem
2. Download attached script SetInteractions.cs
3. Open the project and attach the script on any gameobject in any scene.
4. Try to set binding for the Input Action in Inspector window, including Interactions and Processors
Actual: Interactions and Processors keep get reset in the Inspector UI for Input Action
