[UI] Unwanted padding is added when maximizing editor windows
Steps to reproduce:
1. Create a new project or open an existing one
2. Focus on Scene view and press Shift + Space key combination to maximize the window
3. Notice, that a thick amount of padding is added at the top of the window
Notes:
- Reproduces with all editor windows that can be maximized
- Reproduces when using Right Click > Maximize option as well
- Reproduces on Unity versions 2019.3.0a12 and onward
