UI Toolkit Slider value defaults to min value when the initial value is set in the UXML file
Reproduction steps:
1. Open the attached “UISlider.zip” project
2. Open the “Test” Scene
3. Enter the Play mode
4. Observe the Console
Expected behavior: “Slider Value: 80” log is visible in the Console
Actual behavior: “Slider Value: 40” log is visible in the Console
Reproducible with: 2022.3.19f1, 2022.3.46f1, 6000.0.19f1
Not reproducible with: 2021.3.43f1, 2022.3.18f1
Reproducible on: Windows 11
Not reproducible on: no other environment tested
