[UI Toolkit] ScrollView Touch Scroll Type option reverts to 'Clamped' when changing it to other values
How to reproduce:
1. Open the attached project
2. In the project window, locate the 'NewUXMLTemplate'
3. Open it in the UI Builder
4. In the UI Builder window, Select the ScrollView
5. In the UI Builder's Inspector, change 'Touch Scroll Type' to any other value
6. Save the UXML file
7. Check the 'Touch Scroll Type' value
Expected result: Modified value doesn't revert to 'Clamped'
Actual result: Modified value reverts to 'Clamped'
Reproducible with: 2021.2.0b7, 2022.1.0a5
Couldn't test with: 2019.4.29f1 (UI Toolkit is not available), 1.0.0-preview.15 (2020.3.16f1, 2021.1.17f1) (Visual Elements don't have editable components in the UI Builder)

This happens because the argument name "touch-scroll-type" is not the same name as the camel name of the ScrollView's field "TouchScrollBehaviour".
