UI Toolkit ScrollView ignores inner bottom padding when scrolling
How to reproduce:
1. Open the attached “IN-136367” project
2. Open the scene “SampleScene”
3. Enter Play mode
4. Use the ScrollView scrollbar to scroll down
5. Observe the Game view
Actual result: Top padding is applied, but the bottom padding is not
Expected result: Top and bottom padding are applied to the contents
Reproducible with: 2023.1.0a1, 6000.0.70f1, 6000.3.11f1, 6000.4.0b12, 6000.5.0a8, 6000.6.0a1
Reproducible on: macOS 15.6.1 (by user), Windows 11
Not reproducible on: No other environments tested
Notes:
- Top and bottom inner padding is applied in the Styles.uss file
