[UI Toolkit] "OnPointerEnter" isn't called when hovering on an element without releasing a slider
How to reproduce:
1. Open project "Interface 2.0.zip"
2. Enter Play Mode and move the slider
3. Without releasing the pointer move the pointer on the square
4. Observe the square
Expected result: Square changes color
Actual result: Square is not changing color
Reproducible with: 1.0.0 (2021.2.0b6, 2021.2.15f1)
Not reproducible with: 1.0.0 (2021.2.16f1, 2021.2.19f1, 2021.3.1f1, 2022.1.0f1, 2022.2.0a11)
Could not test with: 2019.4.38f1, 2020.3.33f1, 2021.2.0b5 (Errors after downgrade)
