UI ToolKit ListView does not rebind some of the items when source data changes
Reproduction steps:
1. Open the attached “BugRepro” project
2. Open the “Scenes/SampleScene” Scene
3. Enter the Play Mode
4. Scroll to the top of the list in the Game View
5. Press the “S” key (updates to random values)
6. Scroll down the list and observe the values
Expected result: All the list item values are updates
Actual result: Only items from index 23 to 29 and all that are on-screen get rebinded
Reproducible with: 2021.3.45f1, 2022.3.51f1, 6000.0.23f1, 6000.1.0a1
Reproducible on: Windows 10
Not reproducible on: No other environment tested
