UI Toolkit Debugger window selection changes when the selected window is undocked/docked in a different position for the first time on a new project
Steps to reproduce:
- Create a new Unity project using the Universal 3D template
- Click the burger icon in the Hierarchy window and select UI Toolkit Debugger
- Dock the UI Toolkit Debugger window
- Press the "Pick Element" button in the UI Toolkit Debugger window and select the Hierarchy window
- Undock/dock in a different position the Hierarchy window
- Observe the UI Toolkit Debugger window
Actual results: The selected window changes in the UI Toolkit Debugger
Expected results: The selected window remains the same in the UI Toolkit Debugger
Reproducible with versions: 6000.0.57f1, 6000.2.3f1, 6000.3.0a5, 6000.3.0a6
Can’t test with versions: 6000.0.56f1, 6000.2.2f1, 6000.3.0a4 (due to different behavior (UUM-113179))
Tested on (OS): macOS Silicon Sequoia 15.6

- Reproduces only first time on a new project, stops reproducing after first reproduction
