UI Toolkit Debugger Layout and Styles tab breaks when narrowing down the window
How to reproduce:
1. Create a new Unity project
2. Open the UI Toolkit Debugger
3. Narrow the UI Toolkit Debugger window
4. Observe the results
Expected results: Narrowing down the window doesn't cause weird behavior
Actual results: Narrowing down the window causes some UI elements to jump, breaks scrollbars, and breaks the overall layout of the window
Reproducible with: 2021.3.40f1, 2022.3.39f1, 6000.0.12f1
Reproducible on: macOS Sonoma 14.5 (M1), Windows 11 (Arm)
Not reproducible on: No other environment tested

Resolution Note:
Thanks for the report. There's only so much the UI framework can do when there's such limited space for a complex UI. And we equally cannot put limits on how small that pane can get because that actually becomes more annoying to users who just want to see something else in the moment. Everything in the video is working as designed.
