UI Toolkit Debugger has no minimum size for its tabs
How to reproduce:
1. Create a new Unity project
2. Go to Window -> UI Toolkit -> Debugger
3. Change the size of any tabs inside the window
4. Observe the results
Expected results: There are limits to expanding/collapsing the tabs
Actual results: The tabs can be expanded without limits, completely overlapping the other tabs
Reproducible with: 2021.3.46f1, 2022.3.52f1, 6000.0.27f1, 6000.1.0a4
Reproducible on: Windows 10, macOS Sequoia 15.0.1 (M1)
Not reproducible on: No other environment tested
