[UI Toolkit] ClickEvent is randomly not triggered
How to reproduce:
1. Open the project from the provided Google Drive link in the edits
2. Build and Run the "Bug" Scene on an Android device
3. In the Build press and hold the button for a couple of seconds then release, press the button randomly
Expected results: The number below the button increases by one every time you press the button
Actual results: The number below the button doesn't always increase by one
Reproducible with: 1.0.0-preview.16 (2020.3.17f1, 2021.1.19f1, 2021.2.0b9, 2022.1.0a6)
Not reproducible with: 1.0.0-preview.14 (2020.3.17f1, 2021.1.19f1, 2021.2.0b9, 2022.1.0a6)
Could not test with: 1.0.0-preview.15 due to UI Toolkit breaking
