UI Toggle: onValueChanged is called with True even when value isn't changed
To reproduce:
1. Open attached project
2. Open ToggleTest scene
3. Press play
4. Click on Toggle 1
5. Notice that onValueChanged is called with True

How can you tell us a wrong-named method is "by design" ????

Why would you make this a feature by design? Doing so prevents us from having a function that is called based on the status of a toggle group as the user can reselect the already selected toggle and incorrectly invoke the method.
