[UI] Repeat delay on the Standalone Input Module doesn't work under a specific circumstance
To reproduce:
1. Open the attached project (delayBug.zip)
2. Enter Play mode
3. Press and hold Down arrow and see that the delay is working correctly (it is set to 3 seconds, after the 3 seconds, the selection moves properly)
4. Press and hold Up arrow and while holding Up arrow, press Right arrow and observe that the delay is ignored
