UI: layout isn't refreshed after children reordering in runtime
To reproduce:
1. Open attached project
2. Open Test scene
3. Press Play
4. Press Reorder button
5. Notice Panel Red is reordered as Last Sibling in Hierarchy, but order in game view doesn't change
6. Disable and enable Panel game object
7. Notice that now objects are reordered correctly in game view

I'm running into this issue as well. Either SetSiblingIndex needs to automatically invalidate the UI, OR there should be a way to manually call SetDirty instead of the disable/enable workaround.

We're also running into this issue. The base class has SetDirty(), but it's protected.
Workaround: In code, set .enable to false and immediately back to true.
