UI Image's Sprite with UI Shadow or Outline component is not rendered when GameObject changes it's parent on specific Projects
Reproduction steps:
1. Open the project inside of "SandBoxes Unity Support bc.zip"
2. Open and Play "Lobby" scene
Expected: After the animation finishes playing UI Images continue to be rendered
Actual: After the animation finishes playing UI Images are not rendered anymore
Reproduces on: 2019.1.0a5, 2019.1.0b8, 2019.2.0a10
Does not reproduce on: 2019.1.0a4
Could not reproduce on pre-2019.1 versions due to crash on project import
Note:
- UI Image continues to render after Sprite is reassigned on some versions

Resolution Note (2019.3.X):
Disabling image optimizations when rectTransform changes happen as size could change which require regeneration.
