UI Element windows contain a small area where the cursor indicates a resize is not possible, when it actually is.
Repro steps:
1. Mouse over exactly between two windows within Unity.
2. Observe the mouse cursor changes from drag to pointer.
Expected outcome:
- the cursor to indicate that a drag even can be performed
Notes:
- Cosmetic, clicking down and moving the mouse does drag and resize the windows
