UI component Scroll View increases CPU usage up to 90%
Reproduction steps:
1. Download project "Broken Layout.zip" and open in Unity
2. Open scene "Scene"
3. Select Profiler tab
4. Enter Play mode
Expected: 70~100 FPS and Canvas.SendWillRenderCanvases() about 0,1% CPU usage
Actual: 5~6 FPS and Canvas.SendWillRenderCanvases() about 90% CPU usage
Reproduced on: 2017.2.0a1; 2017.2.0b1; 2017.2.0b11; 2017.3.0a7
Not reproduced on: 5.6.3p2; 2017.1.1p1
Regression introduced: 2017.2.0a1
Note: after disabling Canvas child Scroll View works as expected
Fixed in: 2018.1.0b2
