UI Canvas with "Screen Space - Camera" rendering mode doesn't look at Camera's position
Steps to reproduce:
1. Open attached project "UIbug.zip"
2. Open "Test" scene
3. Run the scene
4. Hover over the button
5. Hover below the button
6. Notice that button highlights when you hover below it
7. Select "Camera" in the Hierarchy
8. Change Camera's Y position to 0
9. Hover over the button again
10. Notice how this time the button is highlighted correctly
