UI Builder Scrollview is unable to scroll all the way down when the window is downsized vertically
How to reproduce:
1. Open the 'FilterColorSpace.zip' project
2. In the Project section, open "NewUXMLTemplate" in the UI Builder
3. Select any VisualElement
4. In the UI Builder inspector, scroll to the bottom
5. Resize the window vertically (cut size by half)
6. Click on any other VisualElement
7. Try to scroll down in the inspector
8. Observe the result
Expected result: It is possible to scroll to the bottom of the inspector
Actual result: It is not possible to scroll to the bottom of the inspector
Reproducible with: 6000.0.60f1 (61dfb374e36f), 6000.2.0b1 (d17678da8412), 6000.2.9f1, 6000.3.0b7, 6000.4.0a3
Not reproducible with: 6000.2.0a10
Reproducible on: macOS 26.0.1 (M1 Max)
