UI Builder Inspector elements become unreachable when expanding and collapsing a foldout in a smaller sized window
How to reproduce:
1. Create and open a new project
2. Open the UI Builder (Window -> UI Toolkit -> UI Builder)
3. Add any element to the Viewport (for example a Visual Element)
4. Resize the window so the rightmost vertical scrollbar disappears
5. Expand any foldout element under “Inlined Styles” in the UI Builder Inspector
6. Resize the height of the UI Builder window, making the window smaller
7. Collapse the foldout element previously expanded in step 5
8. Try scrolling down to the bottom element in the UI Builder Inspector
9. Observe the result
Expected result: The bottom elements are reachable
Actual result: The bottom elements are not reachable
Reproducible in: 2021.3.44f1, 2022.3.47f1, 6000.0.20f1
Reproducible on: Windows 11
Not reproducible on: No other environments tested
Note: Reproduction can sometimes be inconsistent, but should reproduce within a few tries

Resolution Note:
Known problem with the ScrollView that doesn't resize correctly after content changes.
