uGUI package has unenforced IMGUI dependencies that cause console errors
Reproduction steps:
1. Open attached project "TestManifest.zip"
2. Observe Console window
Expected result: No errors
Actual result: "CS0246: The type or namespace name 'Event' could not be found" errors in console
Reproducible with: 2020.1.0a22, 2020.1.0b14
Not reproducible with: 2018.4.24f1, 2019.4.2f1, 2020.1.0a21, 2020.2.0a1, 2020.2.0a17
