[uGUI] Choosing Rect Transform left or right Anchor Presets offsets the element by 0.5 in the scene
Steps to reproduce:
1. Open the attached project
2. Open "SampleScene"
3. Select "Button" or "Button (Legacy)" GO in Hierarchy
4. Double click the GO or press F when selected to see it in the scene
5. In the Inspector find Rect Transform component
6. Click on the Anchor Preset icon
7. Select the middle anchor preset and then select either left or right
Expected results: The GO doesn't actually move in the scene
Actual results: The GO is offset by 0.5 in the scene if the anchor preset is changed to left or right from middle
Reproducible with: 2022.1.0a12, 2022.1.0b5, 2022.2.0a2
Not reproducible: 2020.3.27f1, 2021.2.9f1, 2022.1.0a11

Resolution Note (2022.2.X):
Issue appears when the canvas is set on .5 of a pixel. The calculation to keep position struggles to subdivide a half pixel. and thus a slight shifting appears.
