Two new Bindings are added when adding Binding to the Action for the first time
How to reproduce:
1. Open the “TestInputAction” project
2. Create a new Input Action (Assets → Create → Input Action)
3. Open the newly created Input Action
4. Add a new Action Map
5. Click the plus button on the New Action
6. Select "Add Binding”
Expected result: One Binding is added
Actual result: Two Bindings are added
Reproducible in: 1.13.1 (2022.3.60f1, 6000.0.42f1, 6000.1.0b10, 6000.2.0a6)
Reproducible on: Windows 10
Not reproducible on: No other environment tested
