Tutorial Containers are not displayed according to Order In View
Reproduction steps:
1. Open the attached project "IET-Bugs"
2. Open the Tutorials window (Tutorials > Show Tutorials)
Expected result: "Beginner Tutorials" is above "Advanced Tutorials"
Actual result: "Advanced Tutorials" is above "Beginner Tutorials"
Reproducible with: 1.0.4 (2020.3.42f1), 1.2.1 (2021.3.15f1, 2022.1.24f1, 2022.2.1f1, 2023.1.0a21)
Reproducible on: macOS 12.4 (Intel)
