TreeView without MultiColumnHeader has no Horizontal Slider
How to reproduce:
1. Open the attached "19.3.zip" Project
2. Open window via TreeView Examples > Simple TreeView
3. Resize the window horizontally so the title does not fit
Expected Behaviour: Horizontal Slider appears once the title does not fit
Actual Behaviour: The title is partially hidden and no Sliders appear
Reproducible with: 2017.4.32f1, 2018.4.8f1, 2019.2.2f1, 2019.3.0b1, 2020.1.0a2
