[Transform] transform.SetSiblingIndex(out of range) should throw an exception
For consistency with the rest of the API transform.SetSiblingIndex should throw and exception for out of range values. Currently it moves the child to end of the list instead (by design in cpp code).
SetAsFirst/LastSibling methods exist so no usability loss here.
