Transform tool position changes after duplicating selection of multiple GameObjects when Tool Handle Position is set to Pivot
How to reproduce:
1. Open the attached project "1251440.zip"
2. Open the "Test" Scene
3. Select all five GameObjects "Cube"
4. Duplicate selection a few times
Expected result: tool handle position stays the same
Actual result: tool handle position jumps from one GameObject to another
Reproducible with: 2018.4.23f1, 2019.3.15f1, 2020.1.0b11, 2020.2.0a13
Note: only reproduces when Tool Handle Position is set to "Pivot"

Resolution Note (2020.2.X):
Will probably be addressed by future work, for now we can simply suggest a workaround which is to hold SHIFT and left-clicking a selected object. This will set that object as your "Active Item", and the handles will appear on it. Just a workaround, not a solution, but it should help in the short term.
