[Toon/Lit Outline] Toon shader not rendering outline when built
Steps to reproduce:
1. Open attached project
2. Open 'TessellationSample' scene
3. Change one of the spheres shader to Toon/Lit Outline
4. Build the project
5. Notice it does not render the outline
