Tooltips stay in place when Preferences window is scrolled
Steps to reproduce:
1. Create a new project
2. Open Preferences window (Unity > Settings…)
3. Select Search section and make sure window has a scrollbar
4. Hover over one of the settings for the tooltip to appear and scroll down
Actual results: Tooltip stays in place when the window is scrolled
Expected results: Tooltip moves with a setting or disappears when the window is scrolled and mouse is no longer hovering over the setting
Reproducible with versions: 2021.3.54f1, 2022.3.64f1, 6000.0.53f1, 6000.1.12f1, 6000.2.0b10, 6000.3.0a2
Tested on (OS): Windows 11, macOS Sequoia 15.4 (M4)

There are a number of reasons we make this decision, including the impact and severity of the issue across our user and customer base, and the possibility that future plans may solve the problem in a different way, or that a workaround for the bug may be available.
