Tooltip doesn't appear when hovering over a material's property in the Inspector
How to reproduce:
1. Open the user's attached "MaterialEditorBugs" project
2. Select the "Unlit_MyShader" asset
3. Hover your cursor on "Texture" or "Vector" in the Inspector
4. Observe the area around the cursor
Expected result: "I am a tooltip" tooltip appears
Actual result: Nothing happens
Reproducible with: 2019.4.40f1, 2020.3.36f1, 2021.3.4f1, 2022.1.5f1, 2022.2.0a17
Note: Correct behavior can be observed by hovering over "Color" in the Inspector, which produces a tooltip
