[TMP] Sprite sheet prevent adding of new sprites when none are added
Steps to reproduce:
1. Open QA-supplied project
2. Select the Sprite Sheet In Project -> Assets -> Concrete-Texture-7_2048x
3. Delete the sprites from "Sprite Character Table" and Sprite Glyph Table"
Expected: you can add sprites to an empty list of sprites
Actual: you can't add sprites to an empty list of sprites
Reproduced in: 2018.4.5f1, 2019.1.10f1 2019.2.0b10, 2019.3.0a9
Not reproduced in: 2017.4.30f1*
