[Tiny] [DOTS] Error is thrown when trying to open DOTS runtime C# project before first building the project
Reproduction steps:
1. Download a TinySpaceship from GitHub (https://github.com/Unity-Technologies/ProjectTinySamples)
2. In the Project tab, right-click any asset and select 'Open DOTS runtime project'
Expected result: No errors are thrown and DOTS runtime C# project is opened in the IDE
Actual result: "Win32Exception: The directory name is invalid'' error is thrown
Reproducible with: 2019.3.10f1, 2020.1.0b6, 2020.2.0a7
Couldn't test with 2017.4, 2018.4 (package is not supported)
Notes:
1. After building the project, the DOTS runtime C# project opens as expected, and no errors are thrown
2. The paths specified in the error are correct - DotsRuntimeBuild directory doesn't exist until a build has been made
