[Tilemap] Tile pivots are not properly aligned
Steps to reproduce:
1. Open user attached project
2. Go to Sprites -> TileImage.png
3. Observe that "pivot" is set to "bottom"
4. Open SampleScene and paint on the Tilemap with the "TerrainTile"
Expected result: tile pivots should be properly aligned when painting on the tilemap
Reproduced in: 2018.3.0a10, 2018.2.3f1, 2018.2.0b1

For people looking for a fix for tilemaps that are offset when using non-center pivot, see official reply in https://forum.unity.com/threads/tilemap-palette-doesnt-work-well-with-non-center-pivot-sprites.516196/
In summary: change Grid/Tilemap > Tilemap component > Tile Anchor XY from (0.5, 0.5) to the coordinates matching your pivot (all sprites used as tiles must have the same kind of pivot)
