[Tilemap] Frustum culling is culling large tiles incorrectly
Steps to reproduce:
1. Open attached project
2. Open "BrokenClipping.unity" scene
3. Play the scene
4. Notice that visible culling occurs on larger tiles while the camera navigates through the scene
Expected result: No visible culling should occur on larger tiles
Reproduced in: 2018.1.0a5, 2017.3.0b10, 2017.2.0p2, 2017.2.0b1

I'm glad there's going to be a fix for 2018.2, but is this likely to be backported to 2017.3/4, i.e. the current long-term-support version?
