There's no warning/error for ProjectVersion.txt not being updated due to lack of write permissions when upgrading the project
How to reproduce:
1. Open the attached project "case_1353760-Project.zip" on a newer version of Unity
2. Wait for the project to be upgraded
3. Close it
4. Try opening it again (note that it's the old version)
5. Inspect the project's "Editor.log" file
Expected result: There are warnings/errors logged for 'ProjectVersion.txt' lacking write permissions when upgrading the project
Actual result: There are no warnings/errors logged for 'ProjectVersion.txt' lacking write permissions when upgrading the project
Reproducible with: 2019.4.29f1, 2020.3.16f1, 2021.1.17f1, 2021.2.0b7, 2022.1.0a5
