There is a slight offset when setting Timeline Clip's duration to 1 frame
How to reproduce:
1. Create a new Project
2. Create a Timeline
3. Record a Clip
4. Try to change the "Duration" variable to 1 in the frame field
Expected Behaviour: The Duration is set to 1
Actual Behaviour: The Duration has a very slight offset
Reproducible with: 2019.1.0a11, 2019.1.5f1, 2019.2.0b5, 2019.3.0a5
Not reproducible with: 2018.4.1f1, 2019.1.0a10
