The Scene window is stuttering when panning the view with the Middle Mouse Button
How to reproduce:
1. Open project "hmi_graphics_sandbox.zip"
2. In the Scene window press the middle mouse button and move around
Expected result: Moving around is smooth
Actual result: Moving around is stuttering
Reproducible with: 2021.2.0b13, 2021.2.0b16
Not reproducible with: 2019.4.31f1, 2020.3.20f1, 2021.1.25f1, 2021.2.0b12, 2022.1.0a12
