Vertex lights do not illuminate objects with metallic material
To reproduce:
1. Open attached project
2. Open testlight scene
3. Go to Quality settings and switch from 1-pixel light count to 0 pixel
4. In Hierarchy press testilight and in the Inspector change the intensity to 1
5. Notice that the intensity of the vertex light is really dark
Actual result: The light intensity does not work as it should when it is set to 1
Expected result: The Intensity should be clamped correctly
Reproduced on: 2018.3.0b1; 2018.3.12f1; 2019.1.0b10; 2019.2.0a10
Can't repro on 2017.4 because of missing prefabs
