The toggle value changes multiple times when toggled with Enter and the Input System Update Mode is set to "Fixed"
How to reproduce:
1. Open the “InputSystem bugs.zip“ project
2. Open the “OutdoorsScene“
3. Enter Play Mode
4. Click on the Toggle button In the Game view to focus on it
5. Press the Enter key
6. Observe the Console
Expected result: The toggle button changes value once
Actual result: The toggle button changes value more than once
Reproducible in: 1.6.3 (2021.3.41f1, 2022.3.39f1), 1.8.2 (2021.3.41f1, 2022.3.39f1), 1.9.0 (6000.0.12f1)
Reproduced on: Windows 11 Pro (23H2)
Not reproduced on: No other environment tested
Notes:
- The issue is not reproducible with a mouse
- In 1.9.0 (6000.0.12f1) at first, the issue might not reproduce, after toggling the button ~20 times, the issue presents itself
