The terrain appears darker when "Per-pixel Normal" is enabled
Reproduction steps:
1. Open the attached “ASDQWE” project
2. Open the “Assets/New Scene.unity” Scene
3. Observe the Scene View
4. In the Project Window, select “Assets/URP_Terrain.mat” Material
5. In the Inspector Window, check “Enable Per-pixel Normal”
6. Observe the Scene View
Expected result: Per-pixel Normals are applied
Actual result: Per-pixel Normals are applied and the terrain appears darker
Reproducible with: 2022.1.0a11, 2022.1.24f1, 2022.2.0a8
Not reproducible: 2021.3.27f1, 2022.1.0a10, 2022.3.1f1, 2023.1.0b20, 2023.2.0a18
Fixed in: 2022.2.0a9
Reproducible on: Intel MacOS 13.3.1
