The Scale value is not saved when moving the editor between different size monitors
Reproduction steps:
1. Create a new Unity project
2. Open the Game View
3. Move Unity to the smaller screen
4. Set the Scale to a minimum
5. Move Unity to the bigger screen
6. Return Unity to the smaller screen
7. Observe the Scale
Expected results: The Scale value is set to a minimum
Actual results: Unity does not save the smaller screen Scale value, the value is the same as in the bigger screen
Reproducible with: 2021.3.30f1, 2022.3.8f1, 2023.1.10f1, 2023.2.0b7, 2023.3.0a3
Reproducible on: Windows 11
Not reproducible on: No other environment tested
