The modifier key (ALT, CTRL, SHIFT) are not activated when pressing any one on the keyboard

How to reproduce:
1. Create and open a new project
2. Open Edit > Shortcuts
3. Focus on the Shortcuts window (do not press any keys on the keymap)
4. Hold either ALT, CTRL, or SHIFT
5. Observe the Shortcuts window

Expected result: The pressed modifier key in the keymap is activated and is colored blue
Actual result: The pressed modifier key in the keymap is not activated and remains gray

Reproducible in: 2022.3.58f1, 6000.0.37f1, 6000.1.0b5, 6000.2.0a3

Reproduced on: Windows 11 Pro (23H2)
Not reproduced on: No other environment tested

Workaround: Press on any key in the keymap in the Shortcuts window

Note: The workaround works until the Shortcuts window is opened agian
