The Editor's performance gets worse when upgrading the project to newer Editor versions
Reproduction steps:
1. Open the attached “Test Project” project
2. Enter the Play Mode
3. Move the mouse around in the Game View
4. Observe “Hierarchy” in the Profiler window
Expected result: “Update.ScriptRunDelayedDynamicFrameRate” process “Total” percentage is around 40-50%
Actual result: “Update.ScriptRunDelayedDynamicFrameRate” process “Total” percentage is around 60-80%
Reproducible with: 2022.1.0a9, 2022.1.24f1, 2022.2.12f1, 2023.1.0b9, 2023.2.0a8
Not reproducible with: 2021.3.21f1, 2022.1.0a5
Couldn’t test with: 2020.3.46f1 - Scripts in assets do not compile, 2022.1.0a6-2022.1.0a8 - The Editor crashes

Resolution Note:
Future releases of Unity with Core CLR support should address this bug.
