The Animation plays incorrectly in Play mode when using a Timeline
To reproduce:
1. Download attached "New Unity Project (5).zip" project and open in Unity
2. Open "test" scene
3. Enter to Play mode
4. Observe how "F1_timeline" and "F1_animator" gameObjects Animations plays
Expected results: They are both identical
Actual results: "F1_timeline" gameObject Animation is Played incorrectly
Notes:
- This issue appears on both Editor and Standalone
- In Unity 2018.3.0a5 and older Project becomes corrupted on Opening
Reproduced on Unity 2018.3.0a6, 2018.3.14f1, 2018.4.3f1, 2019.1.8f1, 2019.2.0b7 and 2019.3.0a8

Resolution Note:
Differences between Animator and Timeline is because the two middle clips in the timeline (P06Dizzy1) have a FootIK paramater active. Those footik parameters are not active on the animator state.
About the timing of the animation, it's because there are transitions on the animator graph and no transition in the timeline.
