The Animation is not played correctly when Animator State is set to Mirror
How to reproduce:
1. Open attached "ReproProject.zip" project and Scenes/SampleScene scene
2. Enter the Play mode
3. Observe the Game view
Expected result: Both Characters have the same Animation
Actual result: One of the Character's Animation is not played correctly
Reproducible with: 2019.4.11f1, 2020.1.5f1, 2020.2.0b3
Could not test with: 2018.4.27f1 (could not downgrade)
Note: The issue is not reproducible when using the Animation Clip that is mirrored instead of an Animator Mirrored State

Resolution Note:
Mirroring a states always offset the Cycle offset by 0.5. This allows to have synchronisation between the mirrored state and the non mirror state (ie starting foot on the floor is the same)
See in the provide bug that the legs of the character are correctly synced.
To get desired outcome, simply set CycleOffset to 0.5
