[WebGL] Texture turns black instead of blurry when trying to blur the Texture
How to reproduce:
1. Open the attached project “BlurBugF_12102“
2. Build And Run (File > Build And Run)
3. Click on the “Do Blur“ button
Expected result: Material is blurred
Actual result: Material turns black
Reproducible with: 12.1.7(2021.3.8f1), 13.1.8(2022.1.13f1), 14.0.3(2022.2.0b4), 15.0.0 (2023.1.0a4)
Can’t test: 10.9.0 (2020.3.37f1) (Errors in the Console)
Reproducible on: macOS (12.5), Windows 10 (19044.1826)
Note: Same issue when tested on a Windows 10 WebGL build

Resolution Note:
Windows Chrome and MacOS Safari, which use the same WebGL implementation library, have a bug related to the initialization of depth render textures. A bug report has been filed with Google.
