Texture Importer Max Size for Standalone build is not correctly overridden
Reproduction steps:
1. Open the user's attached project
2. In the Project window, select TooBigTexture asset and observe that Max Size for Standalone build is 2048
3. Observe the size of a texture preview
Expected result: Texture size is 4 MB
Actual result: Texture size is 16 MB
Reproducible with: 2020.2.0b9, 2020.3.1f1, 2021.2.0a1, 2021.2.0a3
Not reproducible with: 2018.4.32f1, 2019.4.22f1, 2020.2.0b8, 2021.1.0a1, 2021.1.0f1, 2021.2.0a4, 2021.2.0a10
