Texture doesn't support 64-bit precision when its Texture Type is set to "Normal map" and format set to "RGBA 64 bit"
How to reproduce:
1. Open the attached project's Scene labeled "SampleScene"
2. Enter the Play Mode
3. In the Game View, observe the left side of the "Quad" GameObject
4. Compare it to the right side of the "Quad" GameObject
Expected result: Texture supports 64-bit precision when its Texture Type is set to "Normal map" and format set to "RGBA 64 bit"
Actual result: Texture doesn't support 64-bit precision when its Texture Type is set to "Normal map" and format set to "RGBA 64 bit"
Reproducible with: 2020.2.0a18
Couldn't test with: 2018.4.24f1, 2019.4.4f1, 2020.1.0b16 (RGBA 64 bit format is not available)
