Test Assemblies are not referenced when they are imported through Unity Package Manager
How to reproduce:
1. Open the attached project ("BugReports-MainProject.zip")
2. Notice the "Missing assembly reference" error in the console
Expected results: Test assemblies imported through Package Manager are referenced
Actual results: Test assemblies imported through Package Manager are not referenced
Reproducible with: 2018.4.2f1, 2019.1.6f1, 2019.2.0b5, 2019.3.0a5

Resolution Note (2020.1.X):
UPM Test Assemblies need to be added in "testables" list in the "manifest.json" for them to be referenced.
