[Terrain][URP] Terrain holes aren't clipped from shadow map
Reproduces in 10.4.0 and up
Does not reproduce in 7.6.0
Repro steps:
1. create a terrain
2. Paint a hole in the terrain
3. Create a plane gameobject
4. Position the plane gameobject below the hole
Expected result: a shadow is not cast on the plane
Actual result: a shadow is cast on the plane

Ive tried it in 7.6.0 and 7.7.1, both have this issue
